There are several charts floating around for North Korea, and none of them are sourced. Many astrologers use the August 10, 1945 date. At midnight on August 10-11 member of the US War Department made the decision to divide Korea at the 38th parallel.
Jeff Jawer of Star IQ and Marjorie Orr use a chart for September 10, 1948. Robert Blaschke uses a chart for midnight on September 9, 1948 and this appears to be the date that is celebrated by the DPRK. However, it appears that the constitution for the Democratic People's Republic of North Korea was actually signed on September 5 1948.
I'm continuing my research and have sent out some inquiries to Jeff, Marjorie and Robert, but if any of you have some good information please post a comment!

Lynn although I have seen both dates listed the 9th seems to be the most widely accepted and indeed is the date celebrated. However please note that the original constitution from that date was discarded in 1972 and a new constitution written and signed on
December 27, 1972. That date must be taken into account also.

Neville Lang rectified the chart to Sep. 9, 1948 at 5:27 PM.
This chart was further "refined" by Isaac Starkman using (his) self-authored Polaris rectification software to a time of 5:25:50 PM, which gives Asc = 14 Aqu 02.
By the way, as an independent user of Polaris, I must say that it is highly recommended. A birth time that I honed to the second through 20 years of refinements was given by the program as the most likely time. (took minutes to calculate, once the events were all entered)
