I'd like to add the Witches of Eastwick to your list they were the coolest witches.

I was surprised not to find mention of this folkloric tradition in Wikipedia! You can find some info about the folklore at http://dollmaker.blogspot.com/2004/09/whimsical-kitchen-witch.html though.
Of course, the human kind of kitchen witches can be nice, too. Especially if they are good cooks. :)
How about "The Worst Witch"? Fairuza Balk was awesome as a clumsy, misunderstood pre-adolescent teen witch.
How about Elvira from the late night movies.
Bette Midler in the kids movie "Hocus Pocus", certainly has merit.
How about Sabrina Spellman from "Sabrina, the Teenage Witch" and "Sabrina, the Animated Series"?
